Biographical/Historical note
This first draft of the Olympic Public Safety Master Plan was prepared two years in advance of the 1996 Olympic Games by the Olympic Security Planning Coordination Committee (OSPCC), an interagency group led by Major Jon Gordon of the Atlanta Police Department. The Master Plan, once complete, was to provide a conceptual picture of what public safety and security agencies would do and in what time frame at the Atlanta Olympics.
