Scope and Content

From the Collection:

The collection consists of papers of Joseph Elvin "Ebb" Duncan from 1973-1980. The papers include correspondence, both incoming and carbons of Duncan's replies, memoranda, reports, clippings, speeches, printed material, and publicity materials. The collection documents Duncan's activities in the Georgia Senate, including legislation on the World Congress Center, education, mental health, banks and banking, and the disabled. Correspondents include Gov. George Busbee, State Sen. Paul Broun Sr., State Sen. Al Holloway, Lt. Gov. Zell Miller, and State Sen. Virginia Shapard.

The collection had been previously processed to the item level with a paper index of the entire collection available. This index is found in Series I and contains a complete inventory, a container list, a subject list, a correspondence list, and a list of personal names found in Duncan's papers. Series II contains the papers of Duncan and is organized according to the final inventory list compiled by former archivist Myron House. In this organization, box one and a portion of box two contain committee reports. The remainder of box two and all of box three are correspondence. Boxes four through six contain issues files while boxes seven and eight contain primarily publicity files.
