Congressman Barr served on the joint House/Senate Conference Committee that sought to reconcile differences in Congress over H.R. 2703, the Comprehensive Antiterrorism Act of 1995. H.R. 2703 was introduced in response to the domestic terrorist attacks at the World Trade Center on February 26, 1993, and the Oklahoma City bombing on April 19, 1995. Barr offered an amendment that included death penalty/habeas corpus reform, victim restitution for families, and criminal alien deportation.
